Basic Sea Kayaking Equivalency

A roster of equivalency candidates who may be granted the Basic Sea Kayaking badge. Candidates who qualify for Basic Sea Kayaking equivalency should be added to this roster as "students". If they pass, their roster role should be changed to "graduate" and the system will automatically assign the badge to them.
